We are seeking a Program Manager to join our team in Washington DC. The Program Manager must have at least 15 years' experience involving information technology and related systems supporting health care. Must have Health and Human Services experience. An ideal candidate will be responsible for all relevant program(s) oversight, resource management, risk management, service delivery, customer relationship management, service operations, and incident management.

Essential Duties and Responsibilities:

  • Program Manager will lead a team of senior, experienced staff providing services to Unissant's customer.
  • Program Manager will develop, update and maintain the program plan to ensure timely delivery of IT, consulting or other services and adequate resource allocation.
  • The PM will work with individual Project Managers to manage P&L, budgets and forecast through financial controls as well as establish and implement metrics and key performance indicators to manage various projects and report results to senior management and the customer.
  • Must have proven experience with conflict resolution and demonstrated strengths in organizational skills required in selecting, motivating and developing support staff.
  • Should have experience with transition planning and execution of multiple initiatives. Should have the ability to advise customer on strategy and be able to present complex ideas and IT solutions to large number of government officials, including business stakeholders.
  • Must have experience with management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills across projects.
  • Demonstrate experience with government contracting and work with Unissant Project Managers and Contracting Officer Representatives for oversight and milestone delivery of projects.
  • Effectively communicate and keep Unissant management and client stakeholders aware of project status, budget utilization, issues, risks, and successes. Escalate critical items appropriately.
  • Identify critical success factors at onset and throughout program lifecycle and ensure removal of barriers to success.
  • Identify and communicate the project's business benefits to project teams and the client stakeholders to create a unifying sense of direction and purpose.
  • Identify and champion opportunities to expand the business benefits of the program beyond current scope by developing business cases that qualify and quantify the anticipated return on additional client investment.
  • Manage an IT Portfolio of critical mission systems.
  • Sub contract management.

Work Experience:

  • Must be a Program Manager with at least 15 years' experience in large IT service operations organizations or programs, including experience managing both IT network operations & maintenance (O&M) and IT projects/new technology insertions as well as have at least 10 years of experience interfacing with clients at the management level, and have proven experience managing client expectations & relationships
  • Demonstrate proven track record to identify potential operational and process risks and formulate/implement effective mitigation plans
  • Experience implementing different aspects of the ITIL Lifecycle and ITSM (especially Service Desk)
  • At least 2 years' experience managing a team of engineers in the full ADP lifecycle in software engineering
  • Health and Human Services Clearance preferred

Job Skills:

  • Experience in IT project/program management with specific emphasis in IT operations, development and sustainment encompassing large scale multi- applications/systems environments
  • Knowledge of Scaled Agile and other software development methodologies
  • Knowledge of Health Systems
  • Past experience developing and maintaining the following plans:
    • Program Management Plan
    • Monthly Progress Report (MPR)
    • Subcontractor Expenditures Plan
    • Contract Work Breakdown Structure (CWBS)
    • System Sustainment Plan
  • Experience in supporting systems utilizing COTS products in both Infrastructure and Application Development environments
  • Enthusiastic, proactive, positive attitude with great listening skills and high integrity
  • Excellent organizational skills, strong attention to detail and ability to effectively manage programs supporting multiple businesses
  • Ability to think and act strategically and proactively
  • Strong writing and presentation skills
  • Strong desire to mentor, coach team members while providing oversight for all aspects of relevant Program(s)
  • Able to work under pressure (at times) and to be extremely flexible under changing priorities
  • Able to find innovative ways to solve problems

Education:

  • Bachelor's Degree is required.

    Preferred field of study in Computer Science, Information Technology, Information Systems, Operations Management or highly related field of study

  • MBA/Master's Degree in a relevant field of study - preferred

Certificates, Licenses and Registrations:

  • Project Management Professional Certification (PMP) - required
  • Scaled Agile Framework Certified Scrum Master (SAFe SSM) - required
  • ITIL v.

    3 Foundations, Intermediate or Advanced preferred

Communication Skills:

  • Excellent verbal and written skills, ability to present proposals and performance data, comfortable interfacing all levels of organization
  • Ability to write clear and concise creative content in a highly confidential manner

Travel:

  • Willing to travel occasionally as needed (up to 10%)

Environmental Requirements:

  • Mainly sedentary; in an office environment.
  • May be required to lift up to ten (10) pounds
  • Flexible in working extended hours
